Judging from your reaction I'm 'assuming' that the message surprisingly showed up for you in a place it hasn't before. Since nobody else seemed to mention it, it probably wasn't an update to NG.
But you left out a lot of potentially important context:
- Had stuff that requires you to have been scouted ever worked for you in the past? (For example: Did you have the option to scout others?)
- Where did that message show up?
- Had you ever visited that section before? (Maybe it shows up there all of the time and you have never noticed it before.)
It showed in *submit your art* section below the tags. I think it is an update for NG since I never could scout anyone else previously.

The most likely explanation would be that the person who scouted you made some regrettable decisions - either scouting-wise or upload-wise...
